Landlord-tenant law

Three sections of Washington's landlord-tenant law come up on eviction and abandoned-property cleanouts. How they apply to your unit is your call, and we don't give legal advice. What we add is a photographed, itemised record of what was left and where it went.
Property left behind
When a tenant has abandoned the premises, RCW 59.18.310 sets notice and storage rules before a landlord sells or disposes of what was left. The normal waiting period is longer, with a shorter one for low-value property, and personal papers, family pictures and keepsakes are excluded from the shorter route.
Property left after a sheriff carries out a writ of restitution falls under a separate section, RCW 59.18.312. You tell us what's kept and what's cleared, and we photograph and itemise both.
The deposit statement
RCW 59.18.280 gives a landlord 30 days after the rental agreement ends and the tenant vacates (or, if the tenant abandoned the premises, 30 days after the landlord learns of the abandonment) to return the deposit or give a full and specific statement of the basis for keeping any of it. Damage charges must be substantiated with copies of estimates received or invoices paid.
No part of a deposit can be kept for wear resulting from ordinary use, and carpet cleaning can't be charged to it unless the landlord documents wear beyond ordinary use. Our invoice is itemised, so each line is clear if it ends up in your file.
Apartment cleanouts and foreclosed homes
Our eviction cleanout services are for property management companies with a steady turnover calendar and independent landlords with one rental and a bad move-out. Banks and asset managers holding a foreclosed or vacant home get the same trash-out service before the property is marketed.
Once a unit is cleared, the carpets are often next. King Carpet Cleaning, a separate company, coordinates with us so both can happen in the same week, and each company invoices you separately.

Cleanout work is a general business service. It doesn't run under our household goods moving permit.

Tell us where the unit is, how to get in, and the date it has to be empty.
We walk the unit and price it in writing
We see what's there, you tell us what your process says is kept or cleared, and the price is agreed in writing before anything goes on the truck.
Sort and clear
Kept items are set aside where you tell us on the property, and donation and recycling are sorted out first. Disposal runs through your dumpster or roll-off, or a certificated hauler, at cost.
Broom-clean, with the paperwork
The unit is left broom-clean. You get an itemised invoice with the disposal ticket attached, plus dated before-and-after photographs and a list of what was there.

How soon can you do an eviction cleanout?
Usually the same week, sooner in slower months. Tell us on the first call the date the unit has to be empty and you'll get a straight answer on whether we can make it.
How is an eviction or apartment cleanout priced?
We walk the unit first and agree the price in writing before anything goes on the truck. Disposal runs through your dumpster or roll-off, or a certificated hauler, at cost, with the ticket attached to the invoice.
What happens to the things the tenant left behind?
You decide, and we document it. Washington's notice and storage rules are in RCW 59.18.310 (abandoned premises) and RCW 59.18.312 (after a writ of restitution), and applying them is the landlord's call. Items you want kept are set aside where you tell us on the property, and what was there is photographed and itemised for your file.
Can I use your invoice to back up security deposit deductions?
Our invoice is itemised and comes with dated before-and-after photographs. RCW 59.18.280 says damage charges must be substantiated with copies of estimates received or invoices paid, and which charges go on your statement is your decision.
Do you do foreclosure cleanouts for banks and asset managers?
Yes. Trash-outs on foreclosed, bank-owned and vacant homes are part of the same service. Housing authorities and agencies can find registration and insurance details on our government and agencies page.

Yes. We're based in Rochester, in Thurston County, and do eviction and foreclosure cleanouts in Tumwater, Olympia, Lacey and across the South Sound.
